Should I replace my normal light bulbs with low energy light bulbs immediatedly, or wait until the normal ones fail?

You should replace your incandescent light bulbs immediately. The energy used to create low energy bulbs is the same as the amount saved by using them for about 10 hours (instead of the incandescent equivalent).

If possible you should look for lights that use LED's as these use less than a 5th of the energy of flurescent lights.

Is it better to leave my lights on if I'm going to return to the room in 5 mins?

Certainly not with incandescent bulbs - as soon as you turn them on electricity is used. As soon as you turn them off the electricity is stopped.
